- The call of the honorable Jean Michel NINTCHEU to pool the forces of the people of change
The call of the honorable Jean Michel NINTCHEU to pool the forces of the people of change during the trials haines élections présidentielles de 2025 Dear Compatriots, I entered politics very young in 1990. Very early on, I created a political party, the RAP. But, given the explosive social and political situation in the country, from 1992, I was at the forefront of the ALLIANCE (UNION) FOR CHANGE which carried the victorious candidacy of president of the SDF , Ni John FRU NDI ; victory which unfortunately was stolen by Mr. Paul BIYA. I worked so hard for this Union for Change that my party downgraded its identity for a partnership with the SDF. UNFORTUNATELY, time has PROGRESSIVELY exposed the moral weaknesses of the SDF leadership. On problems involving the life of our nation such as the Anglophone crisis which was voluntarily transformed into a civil war by the regime of M BIYA -RDPC, the leadership of the SDF displayed its moral and political vacuity, preferring the gold of the Republic to the lives of our English-speaking compatriots. This leadership of the SDF went so far as to summon, with the CPDM , the government of the United States of America to repatriate to Cameroon many compatriots who managed to flee the war in the NOSO, these two regions having nevertheless been decreed " economically disaster areas” by the Prime Minister. Several situations, all linked to moral considerations in politics, justify the end of my alliance with the SDF. However, it is the abandonment of the English-speaking populations in the hands of a heartless (inhuman) regime and for whom the life of a citizen from the North-West and South-West regions is worth nothing, which is the main reason for our divorce (which sealed the end of our alliance). So, in addition to the financial scandals which mark the 41 years of the regime of Mr. Paul BIYA , the extent of his multifaceted incompetence characterized by the moral disintegration of society, the infrastructural dilapidation, the rampant poverty of the populations, the absence total perspective for young people etc..., it is the refusal of those in power to put an end to the useless and fratricidal civil war underway for seven years in the English-speaking regions of our country which compels me to launch this patriotic appeal to the pooling of the forces of the People of Change. Our nation is seriously threatened by implosion. It is threatened not only by civil war but also by state tribalism. This state tribalism to which power resorts is a highly toxic poison for our common future. Aware therefore of this real threat of implosion of our nation; as a citizen and as a political leader; but also convinced that Mr. Paul BIYA and his party, the RDPC, are today definitely a burden for national cohesion and harmony, for the moral, political, social, economic, financial and infrastructural recovery of our country, I invite all citizens of good will, all women and men in politics who pursue politics in the effective interest of the people, pro-democracy civil society, academics, intellectuals, women and men of culture to respond favorably to my call for the pooling of the forces of the People of Change. The situation is serious! Cameroon is on the edge of a precipice. It is imperative to get him out of the long agony into which Mr. Paul BIYA and his friends have plunged him for several years already. We no longer have the right to indifference. Our lives, those of our children and future generations depend on it. History will be very hard on us if we do not have the political and patriotic upsurge necessary to save us, collectively, from the prepared drowning that is on the horizon. From this perspective, we must have the lucidity to objectively observe our political scene and see the leadership that emerges from the opposition. All considerations taken into account, the opposition politician who gives insomnia to power is today the national president of the MRC, Professor Maurice KAMTO . If we draw a parallel with the political excitement of the early 1990s, Maurice KAMTO is for the presidential election of 2025, the Chairman NI JOHN FRU NDI of the presidential election of 1992. He is the one behind whom Cameroonians can repair the terrible damage political born from the historic electoral hold-up of 1992 which put Cameroon in the chaotic and disastrous state in which it finds itself today. And that the one of 2018 did not repair, on the contrary. Yes, we are only human beings and therefore no one is perfect. People among us, women and men of opposition, pro-democracy civil society, academics, intellectuals, women and men of culture as well as the diaspora could, rightly or wrongly, have reasons to reproach the MRC and its national president, Professor Maurice KAMTO , for this attitude or that behavior and what not. He is human and he is a Human. However, the issue of democratic alternation at the top of the State during the next presidential election must be, for every Cameroonian and for every serious political leader aware of the future of the country, the ultimate political goal of the hour. The Cameroonian people can't take it anymore! He is exhausted by more than 40 years of kleptocratic, casual and inhumane governance. We must stand up as one man to come to his aid. In 1990, Maurice KAMTO, a young university professor with a well-established academic and administrative career, had, with rare courage in our society at the time and even today, publicly taken a position for the candidacy of NI JOHN FRU NDI, Chairman of the SDF. He was not an activist, much less a sympathizer of the SDF. And during the presidential campaign, he made a historic and electric intervention which galvanized youth and intellectual circles. Today, it is he who represents the Breath of Hope for our people. It would therefore only be fair if we made all our contribution to enable him to deliver us from more than 40 years of inhuman suffering. Also, in the wake of his unfailing and unconditional support spontaneously given to the candidacy of Chairman NI JOHN FRU NDI in the 1992 presidential election, I undertake, from today, to take up my pilgrim's staff to mobilize, in the framework of pooling the forces of the People of Change, behind their candidacy for the next presidential election. I therefore solemnly announce to Cameroonians that in the following days, I will meet politicians, pro-democracy civil society figures, academics, intellectuals, women and men of culture of the ten regions of the country, and the diaspora to explain to them that it is a civic duty, a political and democratic imperative to support the candidacy of the national president of the MRC, Professor Maurice KAMTO, during the next presidential election. I will meet with all national opposition political leaders, including those currently in alliance with the ruling party; I will exchange with CPDM activists who, like ordinary Cameroonians, see that our country needs a new political breath, in short I will meet as many personalities from various backgrounds as possible in order to convince them to support this candidacy of the president national of the MRC, Maurice KAMTO. I am going to meet our compatriots from the two English-speaking regions of the country to explain to them that, given the constant positions of Professor Maurice KAMTO and the MRC on the English-speaking crisis, their unreserved condemnation of the military solution adopted by the government to put an end to the unnecessary civil war that resulted from it, of their respect for the historical and current suffering unjustly inflicted on them, the candidacy of Maurice KAMTO and his victory in the next presidential election is a unique opportunity for peace through inclusive political dialogue . I am going to meet the English-speaking diaspora throughout the world to explain to all its members that by supporting a candidate like Professor Maurice KAMTO for whom the solution to the current civil war cannot be found elsewhere than around an inclusive political dialogue is THE ULTIMATE CHANCE for lasting and lasting peace in our country. THE CHANGE IS NOW !! The Honorable Jean Michel NINTCHEU

- MINTP: sustainability and soil stabilization under study with ROADPACKER/INNOV-ST
The Ministry of Public Works in search of innovative solutions. This is what justifies the holding of this training workshop that the Minister of Public Works chaired in Yaoundé this Tuesday, December 12, 2023 in Yaoundé at the national higher school of public works. Minister Emmanuel Nganou Djoumessi, accompanied by his close collaborators the secretary general, the secretary of state in charge of roads and the director of the national higher school of public works of Yaoundé (ENSTP). The opening ceremony of the training seminar on appropriation of the implementation of the soil stabilization product ROADPACKER/INNOV-ST/INNOV-ST will have two phases, one theoretical for December 12 and 13, 2023, and of a practical phase on December 14 and 15 in order to get to grips with the realities of two itineraries on the ground In summary, it is a complete method of constructing roads and other platforms specifically based on the physical and mechanical characteristics and properties of most soils. There is therefore hope in terms of soil stabilization at the end of this meeting which is being held in a context of the gradual continuation of delivery of road projects for the 2023 financial year and following. Reaction Emmanuel Nganou Djoumessi, MINTP “First of all, we are not going to conclude yet since the training is in progress. The objective sought in this training is to be able to continue to build our roads, maintain them with an innovative product to make more road lines under construction, more road lines under maintenance. Whether dirt or asphalt roads with low cost. It is therefore a question of doing more with it, as you know, bitumen is increasingly rare and it is expensive. We must therefore think outside the box which requires us to build roads with bitumen and look elsewhere. The ROADPACKER/INNOV-ST road product is of Canadian origin. As you have certainly noticed, it is marketed from Spain. We will therefore try it after this training on two school sites which take into account the variability of the soils, the typology of the soils and work so that the implementation respects the success protocol of the said product. This is therefore what is sought by this training, obviously the conclusions will come when we are going to carry out these school sites when we are going to carry out these tests in the field. That is to say we leave on the road axis we work in compliance with the protocol applying the Barka road product and then we observe the behavior of the ground, of the road. The durability of roads is a major concern in 2021 we have planned another strategy for the sustainable maintenance of earth roads which must benefit from the external contribution of a stabilization product to extend its lifespan of at least 7 years . We have already set our sights on this Barka road product. We are therefore going to try it on two school trails to see if this product can allow us to extend the lifespan of our roads over at least 7 years. I will tell you that there are laboratory tests which allow us to know whether the road will be sustainable or not. This is why the conclusions on the school site will determine us. What we are looking for is to know the durability of the roads and especially of the interventions in real time. The tests will be carried out on a full scale, that is to say in the field we will work in compliance with the standards. The sustainability of roads is of great concern because already in 2021 we have created uses processes that allow us to know if the road is sustainable. What we are looking for are effective interventions in real time, you have a pothole on an asphalt road, we come and apply ROADPACKER/INNOV-ST according to the protocol and we see the behavior on the ground". - Infrastructure management at MINTP
Strengthening the capacities of ferry smugglers It was on the occasion of a training workshop which began yesterday Wednesday December 13 for the theoretical phase at the Ecole Nationale Supérieure des Travaux Publics (ENSTP) and for the practical phase on Thursday December 14, 2023 with a descent on the field on the BIFOGO Bac, in the district of Nanga Eboko under the coordination of the Secretary of State to the Minister of Public Works in charge of Roads, Armand Ndjodom. The objective pursued is to enable the crews operating these ferries to better master practical methods for the proper use of these infrastructures. A workshop which is part of the quest for excellence at MINTP aimed at providing staff in charge of the technical management of the bins with the necessary skills to guarantee proper operation and better maintenance. This involves, among other things, optimizing the performance of the actions carried out and above all improving the implementation of MINTP programs, particularly those concerning the monitoring and management of crossing ferries in Cameroon. During his opening speech, the Secretary of State underlined the importance of these meetings, indicating that "this seminar aims to allow everyone to meditate on the different frameworks of construction and rehabilitation projects. , installation, implementation of operation and maintenance. It also aims to enable everyone to master the notions of operation, the notions of monitoring, bin management. Ultimately, to have a monitoring tool of the performance of the personnel responsible for managing the bins" mentioned the Secretary of State. Also, he reminded the experts of the goal of their mission “Your mission as you see it is essential. For some time, numerous dysfunctions in management and maintenance have been noted, causing significant harm to local populations. Dear experts, you have been selected on the basis of your expertise and your experience to lead this training. Training which will take place on the following five themes: reminder of standards, diagnostic and evaluation techniques and tools, monitoring and practical behavior, maintenance, environmental safety, and for you allow you to better understand the lessons that you will receive during this seminar which is accompanied by practical sessions allowing you to better hold on, to better know how the bins will work” he concluded. As a reminder, this day of December 14, 2023 is devoted to the field trip mainly in the department of Haute Sanaga, district of Nanga-Eboko on the Bac de BIFOGO for the practical phase of this two-day workshop devoted to good practices for the maintenance and optimal operation of crossing bins. - BALLON D’OR 2023: CAF finally reveals the final list of 10 nominated players.
The ceremony for naming the best player of the year will take place on December 11, 2023 during the CAF Awards in Rabat. The Confederation of African Football has revealed a final list of 10 nominated players. Among the African football nations honored by CAF with the title of Golden Ball of the year 2023, Morocco tops the list with four players out of 10 nominated for the title of best player of the year. This is Achraf Hakimi, member of Paris Saint Germain in France. From his Moroccan national team teammates Sofyan Amrabat, Yassine Boubou and Youssef En-Nesyri. Morocco is followed by Cameroon which has two players including the captain of the Indomitable Lions of Cameroon Vincent Aboubacar, resident of the Turkish club Besiktas. André Franck Zambo Anguissa, playing in Italy for the Naples club, is also on the list of 10 players selected by the Confederation of African Football. Algeria has only one representative including Riyad Mahrez. Nigeria is represented by Victor Osimhen, teammate of Cameroonian Zambo Anguissa in Naples. Mohamed Salah, Liverpool player in England and finalist of the 2021 African Cup in Cameroon, represents Egypt. Senegal is led by Sadio Mané, player of Al Nassr in Saudi Arabia. His injury which deprived him of the Qatari World Cup is a big handicap to retain his coronation from last year. The final verdict will tell us. Cristiano Ronaldo's teammate previously at Bayern Munich did not have a good performance in the Bundesliga. Against all expectations, he left the German club to take refuge in Saudi Arabia. For this season, the title holder despite the victory at the African Cup of Nations (CAN 2021) will face strong competitors. Recent semi-finalists at the Qatar 2022 World Cup, Morocco has four players whose standard bearer is Paris Saint Germain player Achraf Hakimi. He will try to succeed the Senegalese Sadio Mané. The award ceremony planned for Rabat will be held in view of the big names in African football nominated. Moreover, Mohamed Salah, whose performance has still coveted the title for years, is a serious competitor with the Nigerian Victor Osimhen, author of a flamboyant season and top scorer in the Italian championship during the last season with his club Naples. In the race for this great distinction, we also find the outsiders. Among the latter, Cameroonian midfielder André Franck Zambo Anguissa who had a good performance with Naples last season but exited in the first round of the last World Cup in Qatar in 2022, with a victory against Brazil. His teammate and captain Vincent Aboubacar, top scorer in the last CAN, is on the list of outsiders. Performing well at club level and scoring magnificent goals at club level last season. The African Golden Ball will therefore be unveiled on December 11, 2023 in Rabat, during the CAF Awards. WHO ? To succeed Sadio Mané in this high distinction in African football because his absence from the world championship seems to work to his disadvantage. J. Patrick DJON
- Kribi-Lolabe highway: a proposed readjustment plan
Proposals from the private partner received by the MINTP They were presented this November 27, 2023 to the Minister of Public Works during an audience requested by the Director General of the Central Africa Division of China Harbor Engineering Company Ltd Cameroon (CHEC), accompanied by the General Director of Kribi Highway Management (KHM). The partner was concerned about the payment of rents linked to the investments mobilized in the construction of this 38.5 km highway which serves the deep water port of Kribi. The traffic objectives set at the conclusion of this PPP have not yet been achieved; traffic revenues are relatively low compared to the expectations that had been set, hence the need to reread the contract with the Private partner. This is an exercise that began several months ago, by consensus between the parties. The partner's proposals mainly relate to the financial aspect. The reimbursement of the rent L1 which concerns the reimbursement of the investment, here, the Minister reassured the partner on the credibility of the government of Cameroon, it is a country which always honors its commitments, the possibility of exploring the proposal to reverse the L1 rent into the debt to get it out of the contract. Regarding the L2 rent, which supports the operation of the motorway, the Minister instructed, as during the sessions of June and September 2023, that the remuneration of said rent be done on the basis of current revenues to remain realistic, because moving towards a public-private partnership essentially aims to relieve the coffers of the public treasury and not to solicit its resources. The discussions do not seem to have a quick outcome due to the quality of the representatives of the private party who do not have the decision-making skills to find consensual agreements. In relation to this difficulty, the Minister instructed his colleagues to formally report it to CHEC. Also, he asked his teams to formally record the government's proposals and to formally contact the private partner who must in turn send their proposals through the same channels with the aim of reaching a consensual agreement. Concerning the L3 rent which relates to repairs of damage which could be observed during operation, it has been proposed to cover it in the years to come. Reaction Emmanuel Nganou Djoumessi, MINTP “We are discussing the content of the public-private partnership which links us with the partner CHEC for the operation of the Kribi-Lolabe highway. You know that it is a 38.5 km highway which serves the deep water port of Kribi. We have a public-private partnership contract with our partner CHEC. The partner provided part of the financing and in return it will operate and maintain the infrastructure. It turns out that the traffic objectives set when the PPP was concluded have not been achieved, so revenues are low compared to the expectations set at the start. So we have to renegotiate the contract because moving towards a public-private partnership essentially aims to relieve the public treasury so we should not further strain the public treasury.” Clément Noumsi
- Nomayos industrial zone: The bitumen that opens the way to “salvation”
6 billion CFA francs to improve access to the cement plant in order to support private investment. This Wednesday, November 29, 2023, this involves the reception of an expressway of 2 x 2 lanes of 3.5 m each including a central reservation which extends over 5.50 km. The infrastructure was built as the government's contribution to stimulating private investment. The Nomayos cement plant thus benefits from an approach infrastructure carried out on the public investment budget (BIP) to the tune of approximately 6 billion CFA francs. The observation made by the user today is that the road developed and put into service by the Minister of Public Works on November 29, 2023, made it possible to improve and facilitate access to an important residential area in full development. , with a lighting system installed along the route. Through the development of this road, the Ministry of Public Works continues the implementation of the Road Connectivity Program and the promotion of private initiatives, in accordance with the political program of His Excellency Mr. Paul BIYA, President of the Republic . Indeed, the access roads thus developed make it easy to transport cement production from the Nomayos factory to the product distribution points. This facility, which has a certain impact on the cost of purchasing cement and the availability of the product, contributes to materializing the support of the government and its support, for the interest of consumers who are citizens. The project to asphalt the accesses to the CIMENCAM cement plant in Nomayos was born from the desire of the public authorities to support the Cimenteries du Cameroun for the commissioning, under the best conditions, of a new cement plant located in Nomayos, a few kilometers away of our capital city. The project, designed as a 2 x 3.5 x 2 lane expressway, with a 25 cm central reservation and a bituminous concrete wearing course, starts from the Nationale 3, Yaoundé-Douala at the entrance to the Cimenterie car parks. The project is located between two departments, namely that of Mfoundi (from kilometer point 0 + 000m - connection to the Nationale N3 between Yaoundé and Douala - at kilometer point 4 + 350m and the department of Mefou and Akono (from point kilometer 4 + 350m to kilometer point 5+250 m). Reaction Emmanuel Nganou Djoumessi, MINTP “It is no secret that the policy of supporting private investments (like that of Cimencam) translates into the creation of approach infrastructures. An easy road access to an agro-industrial zone, to a production factory. It is therefore a political will of the leader that we have just materialized with the commissioning of this road to open up this area of Nomayos. On the Mefou and Akono side, for the populations victims of expropriations, compensation has been fully achieved. You know this crust straddles two departments, Mfoundi on one side and Mefou and Akono on the other, the declaration of usefulness has been made, for Mfoundi it will follow but in the coming weeks, the arrangements will be taken so that in the coming days, the populations of Mfoundi pay the cash register.” Clément Noumsi
- Nationale 3, Yaoundé-Douala: An unannounced visit from MINTP to the field
Emmanuel Nganou Djoumessi prescribes an acceleration of works in light of the dry season After the official commissioning of the access road to the Nomayos cement plant, the Minister of Public Works carried out a descent on November 29, 2023, on a section of national road 3 where the RAZEL company started construction works. interview. Subsequently, he appreciated the ongoing work of cleaning and recalibration of the bed of a watercourse, carried out by the Regional Delegation of Public Works of the Center, at the Carrefour Tropicana Inter N2 and inter N10. Four stops punctuated the visit of the Minister of Public Works on the national 3 and on the Carrefour Tropicana Inter N2 and inter N10 axis. On the national 3, first stop, at kilometer point 4+900 at the NICKEL OIL Station, where we are confronted with the difficulty of evacuating water in the scupper on the right side and the presence of the visible optical fiber on the left side . The second stop took place at the Mbankomo weighing station, and at kilometer point 8+800 at Carrefour Entrance Ngoumou where the presence of the optical fiber visible on the earthen ditch constitutes the equation to be solved, in addition to this , this Ngoumou exit or entrance is regularly subject to flooding on the roadway. A phenomenon caused by the obstruction of the pit which blocks the evacuation routes provided in this location. At this level, the presence of a feed mill would be the main reason, as would the supports of the retaining wall of the light house at the entrance to Ngoumou, which are practically in the channel on the right side of national 3. To remedy this, Minister Nganou gave firm instructions to his colleagues so that the territorially competent administrative authorities should contact the occupants in question for identified solutions. The third stop was made at the Carrefour Barrière in AHALA, precisely at the Yaoundé – Nsimalen – Nationale N3 Motorway Junction): The aim of the project is to widen the roadway at the crossroads, but the implementation of the project is faced with the presence of numerous underground networks located within the work area. To this end, note the presence of a Ø110 water distribution pipe over nearly 180 ml on the right side, the presence of the fire hydrant, the presence of the CAMTEL draft chambers in the right-of-way of the roadway, the presence of the BACK BONE optical fiber, the presence of an underground medium voltage ENEO network, the presence of a DGSN surveillance camera which has already been moved and the presence of the ENEO BT aerial network already moved. The minister instructed the concessionaires to accelerate the said movements and to capitalize on the impending dry season to advance the works. The last stop of this descent took place at the Tropicana-University Ndi Samba roundabout and Tropicana roundabout where work is underway in the sanitation management of the Tropicana crossroads, more precisely, cleaning and recalibration of the course bed. 'an arm of the Mfoundi river. This work carried out by the Regional Public Works Delegation of the Center aims to resolve the problem of evacuation of rainwater hampered by the obstruction of hydraulic works Clément Noumsi

The work extends over a length of 2 km. Clément Noumsi
- Mamadou Mota on Coups d’Etat in Africa :« There is no bloodshed at the negotiating table»
Question: Mr. Vice-President of the MRC, what reading do you make of the various events that our continent is going through at the moment, manifested by an avalanche of Coups d'Etat, in many countries? Answer: The current political context in Africa is very marked by unconstitutional power grabs and confiscations of any democratic outcome in most countries, especially in West Africa and Central Africa. This situation has as its basis, the dictatorship implemented by products resulting directly from colonialism which were for a long time supported by these same colonists. 60 years after our independence, our leaders have opted for protection by foreign forces to the detriment of our well-being and our sovereignty. In the wake of awakenings of conscience, I want to say that we have targeted the wrong target and a feeling of rejection of yesterday's allies and even the UN has been born. It is regrettable and it is galling to see countries which existed thanks to the principles which underlie the UN, chasing it away today and proudly brandishing alliances with countries with unsavory governance, which poison the opponents, and attack other nations. This situation harkens back exactly to the dark hours of imperialism. Diplomacy is guerrilla warfare, it is up to us to establish ourselves on the international scene as a power and not submit to the power of other nations. Question: What is your assessment of the Coup d’Etat that took place in Gabon on August 30? Answer: A Coup d’Etat is a Coup d’état. For me, I cannot give a human face to everything that takes away sovereignty from the people. The context is no different from the Coups d’Etat in West Africa, which some commentators are trying to justify. What they have in common is a foundation marked by the confiscation of power by the politicians in power and their families. An oligarchy that has sidelined the people, for whom it should work. These oligarchies no longer felt indebted for anything. Ali Bongo has not won an election in Gabon for 10 years. He was kept in power initially with the support of France and a violent repression perpetrated by the same army that wants to play Robin Hood. To be Republican, let the army hand over power to the one who legitimately won. Central Africa is the laboratory of global dictatorship with the successful experimentation of the monarchical transmission of power and it is up to the younger generations to stand up against these counter-values in a civilized world. Question: In your opinion, is there a relationship between this avalanche of Coups d'Etat and human rights in the different countries concerned? Answer: Obviously yes, none of the countries where the Coup d’Etat was perpetrated respects the basic rights that underlie human freedoms. All these countries are starving their people and it is the human right that is most massively and cynically violated. Question: Are governance issues also at issue? Answer: Governance issues are paramount. The management of our States refers to the management of family grocery stores without traceability, without accountability and a confusion of roles is present everywhere; confusion between public and private goods. You hear in Cameroon: “gift from the head of state”. This is communication on purpose, to hinder good governance. Question: What lesson should the Cameroonian authorities be able to draw from the recent Coup d’Etat in Gabon? Answer: Power in Cameroon is unfortunately blinded by excessive pride, which makes it deaf to the current excitement of our time. If in 40 years they have not been able to free Cameroonians from hunger, is it a matter of separating themselves from a power that they arbitrarily confiscate and which feeds their princely lifestyle that they will consider giving up? No !! No oligarchy has ceded power and its privileges without struggle and without pressure from the people. It is rather up to the Cameroonian people to capitalize on the experiences of the Gabonese Looking at the latest recruitment to the police with a very regionalist accent and in contempt of the values which founded the Republic. It is for a single objective: to prepare repression in case... But the people have faced tanks with their bare hands in the history of humanity; thus exposing the vulnerability of this killing machine. Question: What actions should governments in power in Africa take to avoid cascading Coups? Answer: Avoiding Coups d’Etat means promoting institutional freedoms and promoting human freedoms, including those of having access to well-being and a balanced diet. Question: Do you think that sub-regional organizations such as ECOWAS, ECCAS, AU are sufficiently competent to deal with Coups d’Etat in Africa? Answer: They have become the red crosses of dictators. We must reform these institutions in depth and create parliaments which must include not only politicians but men from civil society. It's urgent ! Question: How can we strengthen these sub-regional organizations in the management of crises in general and Coups d’Etat in particular? Answer: Avoid external financing of these institutions as well as the interventionism of foreign powers in its actions; - Strengthen the institutional power of these organizations because they are under the wings of sometimes unfriendly heads of state who have been in power for 40 years; - Have crisis prevention mechanisms as well as post-crisis management mechanisms with substantial resources, - Promote democracy; Question: Ultimately, in the current conditions of the historical process in Africa, are the populations and their leaders obliged to resolve the differences likely to arise between them through Coups d'Etat? Answer: No. There is no bloodshed at the negotiating table. Mamadou Yacouba Mota is a Cameroonian politician and vice-president of the Movement for the Renaissance of Cameroon
- Election of Joshua Nambangi Osih at the head of the SDF:
“the end of a certain idea of change” The congress of the Social Democratic Front (SDF) ended on October 29 in Yaoundé, amid almost general indifference. For public opinion, this party, which was launched in bloodshed on May 26, 1990 in Bamenda, has practically ceased to exist, as it no longer represents much on the national political scene. From fratricidal wars to more or less explicit collusions with those in power, the party of Chairman Ni John Fru Ndi ended up becoming a shadow of itself. Crushed in its original stronghold by the Ambazonian separatist crisis, it struggles to exist under the control of a large section of the population, who only live and believe in Secession. This party, whose main stronghold was the English-speaking regions of the North-West and South-West, is caught between a federalist ideal embodied by the Founding Fathers and a separatist retreat now promoted by the Ambazonians. Neither John Fru Ndi paid the price, he who, during his lifetime, had been kidnapped twice by secessionist elements. To escape the incessant attacks of the latter, he had to go into exile in the United States of America, only returning to his native land at the terminal stage of an illness, which finally got the better of him. The SDF or Suffer Don Finish, as the popular slogan was affectionately called it, has experienced several fortunes. Having failed to come to power in 1992, following the presidential elections, a year when his popularity was at its peak, he then experienced a slow descent into hell. Initially, this political party was criticized for its lack of ideology and political program. Internally, there was above all the desire to establish a dictatorship of its governing bodies, in particular the National Executive Committee, over the remainder of the party's organizational chart. Activists from other bodies often did not have the means of recourse capable of establishing true internal democracy. There was also the question of the omnipresence of the Founding Fathers, who had the right of veto, including over decisions made by members of the highest-ranking governing bodies such as the National Executive Committee. The SDF was deeply marked by internal purges, which led to the exodus of its executives towards other political groups, which they had often created early on. This exodus reached its peak with the creation of the MRC. The MRC then appears, as an aggregate of the disappointed SDF, allied with a few progressive forces and wait-and-see people who had not until then taken a position on the political, national chessboard, awaiting the arrival of a real force, capable of bringing about real change. The appearance of the MRC was, for these wait-and-see forces, somewhat saving. But such an appearance did not only do good within the SDF. It also meant a profound questioning of the objectives, means and ends of this party. However, he did not make the necessary aggiornamento for an effective challenge. On the contrary, we observed an increasingly marked rapprochement between the executives of this party, including Ni John Fru Ndi himself, and the power in place. The SDF no longer appeared in the eyes of Cameroonian public opinion as a substitute for the ruling party, the RDPC, an appendage of the latter, incapable of contradicting, of making its difference better heard, and of taking courageous positions, including those that anger the Yaoundé regime. This party, lacking ideas, was led more and more by shady characters, whose connections with those in power are, moreover, public knowledge. These are the people who, just yesterday during the recent congress, had to maneuver to rise to the head of this political party for at least five years. This shows that the SDF, who was once the rock on which Cameroonians hoped for a change of regime, is today nothing more than a shadow of itself. Par TIENTCHEU KAMENI Maurice
- FACED WITH THE SCOPE OF THE TEACHERS’ STRIKE: THE GOVERNMENT Caught Awkward
The 2023/2024 school year had started well and many teachers had gone to their place of duty. The students were taking classes decently and suddenly, disaster!!!! The strike was launched. Teachers continue to feel bad, as evidenced by the repeated strikes, which are disrupting the start of the school year again this year. From north to south, and from east to west, the collective: “On a Trop Supporté (OTS)” which had already stood out in February 2022, has done it again!!! Teachers, once again this year, are replanting the strike picket. Among other things, they demand : - reminders of advancement, reclassification and family allowances: - the payment of the debt partly due to the non-payment of all salaries, as well as various teaching bonuses. According to the teaching unions, the total remaining amount to be paid by the State would amount to 181 billion CFA francs; -the signing of the “special status of the teacher”, in order to shed harsh light on the career profile, which remains to this day, subject to the vagaries of moods and the economic situation, under cover of the goodwill of the hierarchy of the establishment of the ministerial departments concerned, with all that this entails of corruption, cronyism and privileges. -the holding of a National Education Forum, to discuss all the issues that undermine several levels of education in the country and seek effective ways and means likely to address them. Until the strike began at the start of this school year, everything suggested that we had escaped the trap of dead ends. The public authorities seemed to confirm such a version. On September 28 in Yaoundé, the Government organized a media show. No less than 6 (six) ministers are present. The press conference is led by the Minister of Communication, Government Spokesperson. During this, the Minister of Public Service and Administrative Reform (MINFOPRA), affirms that thanks to a system of simplification and dematerialization of procedures, the integration of teachers, which previously took years, is being done. now no later than 90 days. As a result of such a measure, he asserts, among other things, that the speed of such a procedure had enabled the processing of 3,177 successful integration files, out of 3,812. These files come from the 2022 class, from the Schools Normales Supérieures (ENS) and Ecoles Normales Supérieures de l’Enseignement Technique (ENSET). The Minister also stated that 3,702 of these winners already had a registration number and that 3,177 of them are already integrated. The government member also mentioned the organization in 2022 of a rapid results initiative, which allowed the processing of 16,168 files within 30 days. Still regarding the good results achieved, MINFOPRA notes that 11,515 integration orders for contract teachers were signed between March and September 2023. The Minister of Finance (MINEFI), for his part, during the same press conference, indicated that since March 2022, the system of payment of salaries in proportion to 2/3 of various allowances from which employees should benefit teachers, no longer exists. He also specifies that all salaries are now paid in full, including housing allowances. MINEFI also affirmed that since May 2022, housing allowance reminders have also been fully paid. In the same vein, he affirms that these allowances, estimated at 54.5 billion for secondary teachers, were cleared at the rate of 3.5 billion per month. It also notes that the payment of State arrears under this heading was completed in August 2023. If the State was able to provide so many means and resources to satisfy teachers, why does the strike continue? Was the press conference held by members of the government on September 28 only intended to set up a communications operation with a view to nipping the strike that was being prepared in the bud? Was it a poker-liar operation? We are tempted to answer in the affirmative, as it is true that the strike continues to this day, and sometimes takes on more radical aspects in certain public education colleges and in certain regions of the country. THE IMPOTENCE OF PUBLIC POWERS IN THE FACE OF THE METHODS USED Faced with the teachers' walkout currently underway, the repressive system and the means of coercion usually used by the public authorities to quell strikes now appear obsolete. Usually, the public authorities are recognized for their jubilant access to the destruction and other attacks on the physical integrity of the demonstrators, who happen to be its own citizens. Here, there are no more ways of harming anyone's physical integrity, since the strike is essentially peaceful and carefully avoids the streets. It takes place within educational establishments. Moreover, the strikers are not content to stay at home. If this were the case, the pretext of absence from work then risks putting them before the disciplinary council, a procedure contained in the regulatory texts governing the Civil Service. Faced with such a constraint, teachers report to their workstation and register on the attendance sheets sometimes put in place by school principals for enrollment control. Then, they will camp in the teachers' room, when such a provision is offered to them. Crossing their arms, they can then calmly discuss the expectations of the strike, plan it and manage it. Furthermore, the strikers communicate their wishes via the press, banners, social networks and other posters, which they then brandish within or at the entrance to educational establishments.. - BOXING: BITTER VICTORY OF TYSON FURY AGAINST FRANCIS NGANNOU
Former UFC heavyweight champion Francis Ngannou sent Gypsi king Tyson Fury to the mat during the fight between them at the Riyadh Arena in Saudi Arabia on October 28, 2023. Controversial, the victory attributed to Tyson Fury by decision of the judges is not unanimous. Françis Ngannou achieved the feat of fighting against Tyson Fury, the best boxer in the world in the heavyweight category of English boxing. Face ravaged, left eye damaged, Francis Ngannou, the MMA star, knew very early on how to gain the upper hand in this fight. He cornered the British Fury in the eyes of the world, before sending him to the mat in the 3rd round. Despite everything, the fight continued, since the boxer got up from his fall. By the decision of the judges, Tyson Fury emerged victorious from this fight. But the Cameroonian lived up to his reputation as a puncher and to millions of fans around the world. A priori favorite to be the reigning WBC heavyweight champion, Fury was victorious. Francis Ngannou, in fact, fought his first professional boxing fight at the age of 37. He left the UFC in May 2023 to join PFL, an entity of MMA. Francis Ngannou showed power during this fight. The Cameroonian was on the verge of achieving a global feat in English boxing, namely, dethroning the best of the discipline from its halo of glory. Despite the defeat, the former UFC champion emerged from this fight stronger. He had been called a “big sausage” by the Gypsi King a few days before the fight. Tyson Fury, winner by judges' decision, is preparing to face Ukrainian Oleksandr Usyk next December for a unification fight for English boxing. The damage caused by Ngannou to the physique of the Gypasi King is numerous and puts a strain on the scheduling of this fight. Already, in Fury's entourage, there is speculation about the postponement of this unifying fight. Some are talking about February or even March 2024, taking into account the recovery time that will have to be given to Tyson Fury. A time which, for sure, risks being longer than expected. The Ngannou-Tyson Fury fight appears to the reigning WBC world champion to be a poor performance. Moreover, at the end of the fight he declared, regarding Ngannou: “I respect him a lot. He didn't come forward, he stayed back and waited for me. He gave me a hard time, making this fight probably the hardest in the last ten years.” Constellation of stars in Riyadh. At the end of this fight, it was a question for the whole world to recognize the strongest man on the planet, in terms of English boxing. The clash generated great interest, due to the track record of both men. The fight attracted several stars in different fields. His advisor and coach, the legend Mike Tyson was present. Other big names in boxing like Sugar Ray Leonard, Larry Holmes, Evander Holyfied etc. In the front row, we could notice the presence of Conor McGregor who had fought against Floyd Mayweather. World-famous footballers were not left out. We were able to see Samuel Eto'o Fils, Cristiano Ronaldo, Luis Figo, Sadio Mané prominently. For the world of musical art Eminem, Kanye West, Dadju etc. J. The Cameroonian goalkeeper also made a good impression, with spectacular saves in the 50th minute of play. It was Harry Maguire, the defender who opened the scoring for the Mancunians, thanks to a header from a cross from Christian Eriksen in the 72nd minute. - Agroforestry: trees at the heart of the fight against climate change
In Western Cameroon, widespread deforestation accompanies the reconversion of the country's economy into a cash economy. This deforestation contributes to the loss of traditionally important foods, medicinal plants and other forest products; land degradation, decline in soil fertility, water availability and pollination promote the bankruptcy of the agroecosystem. As cash crops do not provide sufficient income, farmers concentrate on the intensive cultivation of basic food products (corn, cassava and yams, etc.). These crops certainly meet dietary needs, but only provide starch-based nutrition, poor in nutrients. The pilot project implemented by EDL ENVIRONMENT in December 2018 in Bangang (located in the Batcham district) in western Cameroon, involved more than 50 farmers in the domestication of trees for the benefit of Agriculture. Today, this project is implemented by more than 100 farmers, whose role is to create nurseries mainly focused on the domestication of wild mango (Irvingia gabonensis), safoutier (Dacryodes edulis) and African caimite (Chrysophyllum albidum) for feeding farmers and creating added value for their daily subsistence. The domestication of trees has made it possible, on the one hand, to increase the income of farmers, particularly women and children, by 20%. An unexpected positive consequence of this project was the retention of young people in the village and even the return of some from big cities. On the other hand, these primarily wild species, and their germplasm, are also protected from rampant deforestation in rural areas. Agroforestry today allows soil protection, limits erosion and reduces pressure on wild trees and forests. Par TATANG BORIS
- FOOTBALL : CAMEROUN-SENEGAL
The Indomitable Lions, five-time African champions, fall to Senegal The Lions of Teranga beat the Cameroon national team by 01 goal to 0 in a friendly match in Lens, France, counting for the Fifa period on October 16, 2023. The Senegal team took over Cameroon thanks to a penalty from Sadio Mané, conceded in the 32nd minute of play. The leadership debate between the Indomitable Lions of Cameroon and the Lions of Teranga seems to have been settled, following Senegal's victory, 0 goals against 01 against Cameroon. This meeting took place at the Racing Club stadium in Lens on October 16, 2023. A symbolic ground where several African players played in the early 2000s, including a certain Marc Vivien Foé. We can also cite in the same vein, Papa Bouba Diop, all former glories of the Racing club of Lens who are now deceased. Cameroon versus Senegal: kick-off Aron Diop, the son of the late Bouba Diop of Senegal kicked off the match alongside world football legend Roger Milla. At the end of the 90 minutes of play, Senegal took the upper hand over Cameroon 01 goal to 0 from the penalty spot. For Rigobert Song, coach and manager of the Cameroon national team, it was a question of testing the group: “the players showed what they can do. We lost but this match allowed me to have an idea of who will represent Cameroon at the 2023 Africa Cup in Ivory Coast. We suffered from Senegal's offensive play in the first half. But in the second half, we readjusted in order to compensate for the shortcomings,” Rigobert Song said in a post-match press conference. For Alioum Cissé, the Senegal coach: “There is no such thing as a small match. We are in the preparations for the African Cup. We also did not have our entire workforce in place. We did with the players we had available, and we beat Cameroon” Highlights of the Lions derby During this meeting, both teams increased their attacks. Senegal was well above Cameroon. Sadio Mané's group demonstrated technicality, speed and won almost the majority of duels on all lines. On the Cameroonian side, we noted a lack of confidence and experience when it came to scoring opportunities. Besides, Bryan Beumo and Vincent Aboubacar must be biting their fingers for having failed several times against Senegalese goalkeeper Edouard Mendy. All attempts on the Cameroonian side proved unsuccessful until the last whistle from the central official. The Lions coach manager justifies this poor performance by the unavailability of certain team executives, namely Nouhou Tolo, Choupo moting and Zambo Anguissa. Nouhou Tolo had a visa problem. Choupo Moting and Zambo Anguissa are injured. This situation forced coach Song to change the tactical scheme. He played central defender Jean Charles Castelleto in the right-back position. Despite this strategy which aimed to play high, Gonzalez makes a crucial error in central defense. Sadio Mané took advantage and opened the scoring in the 33rd minute from the penalty spot. The score remains the same until the final whistle. The history of meetings between Cameroon and Senegal This meeting is the 11th and marks the most recent chapter in the rich sporting history of the two nations. In 1963 in Dakar, the two teams met for the first time. The history of matches between the two nations consists of: 06 friendly matches, two matches counting for the qualifiers for the African Cups, 04 confrontations as part of the final stages of the African Cup in the 1990s; 1992; 2002 and 2017. The pinnacle of these meetings was Senegal's defeat against Cameroon in 2002 in the final of the African Cup of Nations. We still remember Senegal's failure against Cameroon in the semi-final of the African Cup of Nations in Gabon. As a reminder, the last chapter of this rivalry was written on October 16, 2023 in France. The two teams will share the same group C for the 34th edition of the African Cup of Nations in Ivory Coast.
